The Waiver Management System (WMS) is an online tool. Counties and Tribal Nations who administer lead agency functions use it to manage budgets and allocations for the following home and community-based disability waiver programs:

The information in WMS is based on the data counties and Tribal Nations enter into the Medicaid Management Information System (MMIS). WMS downloads the most recent information from MMIS at the beginning of each month. Because of this download schedule, WMS does not display immediate MMIS changes made. The accuracy of WMS information depends on the accuracy of the information counties and Tribal Nations enter into MMIS.

Recommended timeline

DHS recommends counties and Tribal Nations update MMIS screening documents, service agreements and other budget changes before the 24th day of each month. Updates after this date may not show in WMS after the monthly download.

Training

Before staff members get access to WMS, they must complete required privacy training in TrainLink. Each person’s personalized training plan will include required courses.

Access

Only authorized county and Tribal Nation staff may access WMS. Authorized users log in to WMS using their user ID and RSA Authenticator password.

To request user changes or WMS access for a person, counties and Tribal Nations should use the DSD Contact Form to inform DHS.

If WMS users have issues with RSA, they can call the Minnesota IT Service Desk at 651-297-1111 (select option 2, and option 2 again).
