DHS selects vendor for state’s electronic visit verification system

DHS is excited to announce that it has selected the vendor HHAeXchange to provide the electronic visit verification (EVV) system for Minnesota. The contract was finalized on May 25, 2021.

EVV model

Minnesota will use a hybrid EVV model. With the hybrid model, providers may select an EVV system that works best for their business, but also maintains accountability to the state by submitting data to the central system (i.e., an aggregator). Therefore, providers may use either the state-provided EVV system (from HHAeXchange) or an alternative system of their choice, as long as it meets state requirements.

DHS will send out more information to help providers make an informed choice about which system to use to connect to the HHAeXchange data aggregator. Specifically, look for information within the next few weeks about the technical/integration specifications providers will need to use to connect to the aggregator if they choose to use an alternative EVV system.

Implementation and more information

We plan to implement EVV:

  • · By Dec. 1, 2021, for personal care services (this includes some home and community based waiver services. See the EVV page for a full list of affected services.)
  • · Before the Jan. 1, 2023, Centers for Medicare & Medicaid Services deadline for home health services.
  • Questions

    We know people have a lot of questions about how the implementation will happen. DHS is eager to work with HHAeXchange to develop the implementation plan to address those questions. As we work toward implementation, we will publish information to providers via eList, provider communications and updates to the EVV page. We’re looking forward to working with providers toward successful implementation of EVV.
