CDCS updates

This eList announcement includes information about the following consumer directed community supports (CDCS) changes:

1. Legislative budget changes for the following programs:

  • · Alternative Care (AC) program
  • · Brain Injury (BI) Waiver
  • · Community Access for Disability Inclusion (CADI) Waiver
  • · Community Alternative Care (CAC) Waiver
  • · Developmental Disabilities (DD) Waiver
  • · Elderly Waiver (EW)
  • 2. CDCS enhanced budget policy change

    3. Updates related to variables used in the CDCS budget methodology for the DD Waiver.

    Legislative budget changes

    In an April 18, 2022, eList announcement, DHS announced several rate and budget increases for home and community-based services, effective July 1, 2022. This includes a 0.81% increase to CDCS monthly budgets under AC, BI, CAC, CADI, DD and EW, effective July 1, 2022.

    We updated CDCS Policy Manual – Budgets to reflect this change.

    Instructions for implementation

    Lead agencies must inform people who use CDCS of the amount of the budget increase and increase their individual CDCS budgets accordingly. To do this, lead agencies and people who use CDCS should follow the instructions on the CDCS Community Support Plan Addendum, DHS-6633A (PDF). People who use CDCS can use DHS-6633A to document changes to their plan.

    Lead agencies also must communicate each person’s budget and plan change results to their financial management services (FMS) provider within 60 days of the effective date of the increase.

    CDCS enhanced budget changes

    We updated CDCS Policy Manual – Enhanced budget process to:

  • · Change eligibility for the enhanced budget from 12 hours per day of PCA to 10 hours per day, effective Jan. 1, 2022, for people on BI, CAC, CADI and DD waivers and July 1, 2022, for people on AC and EW
  • · Add instructions to complete DHS-6633B
  • · Update instructions for reassessments.
  • We also updated CDCS Enhanced Budget Request and Community Support Plan Addendum, DHS-6633B (PDF) to reflect these changes.

    Variables used in the budget methodology for the DD Waiver

    We updated CDCS Policy Manual – Variables used in the CDCS budget methodology for the DD Waiver to:

  • · Comprehensively review and clarify content throughout the page
  • · Update ICD codes for psychosis, cerebral palsy and epilepsy
  • · Update ICD codes for developmental disabilities and related conditions.
