Request for proposals to administer stipends for DSPs for enhanced rate trainings and retention bonuses

DHS is seeking grant proposals to administer stipends for direct support professionals (DSPs) for enhanced rate trainings for traditional PCAs and retention bonuses for all types of DSPs.

Responders to this RFP will bid to become the administrator for enhanced rate trainings for traditional PCAs and stipends for eligible PCAs, as well as retention bonuses for all types of DSPs. The state anticipates selecting up to two grantees.

  • Background

    Minnesota Session Laws – 2021, 1st Special Session chapter 7, article 17, section 20 establishes the HCBS Workforce Development Grant to attract and retain direct care workers. This reflects feedback from DSPs about the use of funds from the American Rescue Plan Act that are earmarked to help reduce the DSP workforce shortage. The goal is to promote higher wages, better benefits and greater job retention through self-employment.
