To: People who use personal care assistance (PCA), Consumer Support Grant (CSG) and Community First Services and Supports (CFSS), their families, providers and lead agencies

Purpose: To announce a service extension for people who currently use PCA/CSG services while they transition to CFSS

Extension of three-month PCA/CSG service agreements

Effective immediately, people who currently use PCA/CSG services will receive up to six months of PCA/CSG services while they transition to CFSS. DHS changed the service extension from three to six months to avoid gaps in service for people as they transition to CFSS.

A person with a six-month PCA/CSG service agreement (SA) can choose to begin CFSS services before the end of the six months if they have an approved CFSS service delivery plan. DHS will issue instructions for this situation when they are available.

Instructions for people receiving PCA/CSG not on a waiver/Alternative Care (AC)

Existing three-month PCA/CSG service agreements already entered into MMIS

The county/tribal nation does not need to take action. DHS will update existing three-month SAs for PCA/CSG that do not already include CFSS services (other than consultation services).

PCA/CSG service agreements not yet entered into MMIS

The county/tribal nation must enter new SAs into MMIS with:

  • · Six months of PCA/CSG services.
  • · Six units of consultation services.
  • Instructions for people receiving PCA on a waiver/AC

    Existing three-month PCA service agreements already entered into MMIS

    The county/tribal nation must extend the existing three-month PCA service lines up to a six-month span if it is necessary to avoid a gap in service. The county/tribal nation should not submit a request to DHS.

    PCA service agreements not yet entered into MMIS

    The county/tribal nation must enter new SAs with:

  • · Six months of PCA services.
  • · Six units of consultation services.
  • Instructions for people age 65 and older receiving PCA/CFSS through a managed care organization (MCO)

    MCOs follow their own processes and procedures.

    Instructions for people not currently receiving PCA/CSG

    The county/tribal nation follows instructions on CFSS Manual – Assessment for PCA/CFSS services. Consultation services providers must prioritize people not currently using PCA/CSG at the time of their assessment so they can begin services.
