EW high support needs evaluation survey

DHS is gathering feedback through an online survey about EW’s ability to serve older adults with high support needs. We contracted with an outside firm called The Improve Group to conduct this survey.

Reason for survey

The Minnesota Legislature directed DHS to evaluate options to serve older adults with high support needs that current EW services or budgets cannot address. For more information, refer to Laws 2024, chapter 127, article 47, section 22.

Survey questions

The survey asks questions about:

  • · Older adults with high needs and the services they require.
  • · How unmet needs impact older adults.
  • · Coverage comparison of older adults’ needs and services on Medicaid waivers, Alternative Care (AC) and Essential Community Supports (ECS).
  • Survey participants

    DHS wants feedback from the following groups who serve older adults (i.e., adults age 65 and older) with high support needs in Minnesota and who are familiar with the programs that fund services for older adults:

  • · Lead agency case managers, care coordinators and MnCHOICES assessors.
  • · EW customized living services direct service supervisors.

  • · Survey deadline: May 15, 2026
  • · Approximate time to complete the survey: 15 minutes
  • Expected outcomes

    DHS will use the survey feedback to:

  • · Identify potential opportunities to address high support needs of all older adults.
  • · Inform a legislative report that we will submit at the end of 2026.
