Clarification of MMIS exit codes for AC, BI, CAC, CADI, EW and ECS

DHS clarified MMIS exit codes to improve the accuracy in use of these codes and to allow specific MMIS programming changes that support advance notice requirements.

Advance notice requirement

Advance notice is part of due process requirements. When a person’s program is terminated, lead agencies are required to provide advance notice to the person at least 10 days from the date the Notice of Action (Assessments and Reassessments), DHS-2828A (PDF) is mailed to the person. For more information, see CBSM – Notice of action.

Applicability

The MMIS changes apply to the following programs:

  • · Alternative Care (AC)
  • · Brain Injury (BI) Waiver
  • · Community Alternative Care (CAC) Waiver
  • · Community Access for Disability Inclusion (CADI) Waiver
  • · Elderly Waiver (EW)
  • · Essential Community Supports (ECS).
  • MMIS changes

    For activity dates Oct. 1, 2019, and later:

  • · A new exit code 17 is available to indicate loss of financial eligibility
  • · Some exit codes can be used only at reassessment
  • · Most exit codes require at least 10 days, but not more than 60 days, between the Activity Type Date and the Effective (Assessment Result) Date of the exit to support advance notice requirements
  • · Lead agencies can change a person’s level of care at reassessment to support a change to a program with a different level of care (e.g., a move from BI-NB to CADI or ECS to AC) when using exit code 20 (redefined as change in level of care).
