Purpose: To share resources to help lead agencies apply cost-of-living-adjustments (COLA) and enhanced budget increases to CDCS and CFSS budgets

Resources for COLA and enhanced budget increases to CDCS and CFSS budgets

DHS prepared resources to help lead agencies apply COLA and enhanced budget increases to CDCS and CFSS budgets.

We created the CDCS 2026 COLA calculator and updated the following resources to reflect the 2026 COLA and enhanced budget increases:

  • · CDCS Community Support Plan Addendum, DHS-6633A (PDF).
  • · CFSS agency model calculator.
  • · CFSS budget model calculator.
  • · DHS – MMIS automation process for Jan. 1, 2026.
  • We are working to update the Medicaid Management Information System (MMIS) to reflect these changes. For more information, refer to the Dec. 2, 2025, eList announcement and DHS – MMIS automation process for Jan. 1, 2026.

    Note: Lead agencies can use the resources immediately but must not add or make changes to service agreements in MMIS from Dec. 5-10, 2025, or until DHS sends an all-clear eList.

    Case manager actions for CDCS service agreements

    Case managers must complete CDCS Community Support Plan Addendum, DHS-6633A (PDF) for people using CDCS with service agreements that start before Jan. 1, 2026.

    Case managers can use the CDCS 2026 COLA calculator to help them complete CDCS Community Support Plan Addendum, DHS-6633A (PDF) for the following waivers:

  • · Brain Injury (BI) Waiver.
  • · Community Access for Disability Inclusion (CADI) Waiver.
  • · Community Alternative Care (CAC) Waiver.
  • · Developmental Disabilities (DD) Waiver.
  • Note: For AC and EW, case managers must follow the instructions on CDCS Community Support Plan Addendum, DHS-6633A (PDF).

    Lead agency actions for CFSS service agreements

    For people who are on a waiver or AC and use the CFSS budget model, lead agencies can use the following resources to calculate changes to CFSS service agreements:

  • · For people who use all eligible CFSS dollars: Use the CFSS budget model calculator.
  • · For people who use other services for a portion of eligible CFSS dollars: Use the instructions in the person not using their entire CFSS eligibility section on DHS – MMIS automation process for Jan. 1, 2026.
  • For people who are on a waiver or AC and use the CFSS agency model, lead agencies can use the instructions in the PCA, CFSS agency model and home care services on waiver and AC agreements section on DHS – MMIS automation process for Jan. 1, 2026.

    For people who have a type B CFSS service agreement and use either the CFSS agency or budget model, lead agencies do not need to act. MMIS automatically applies COLA and enhanced budget increases.
