APPLICATION - PENDING CASES
ISSUE DATE: 03/2026
When the agency receives page number 1 of the Combined Application Form (CAF), but not the remainder of the CAF or an MNbenefits application with no program selection (UNKWN listed as the program code in the file name), see 0005.12.15.03 (Delays in Processing Applications).
Mail a Combined Application Form (DHS-5223) (PDF) (CAF) to the applicant if the agency received an MNbenefits application with no program selection.
Enter page number 1 of the CAF or the MNbenefits application on MAXIS the day the county agency receives it. For more information, see TEMP Manual TE02.05.103 (Page 1 of the CAF: REPT/PND1 or REPT/PND2).
Enter the information from the remainder of the CAF as soon as possible but no later than 2 days after the interview. For more information, see TEMP Manual TE02.05.103 (Page 1 of the CAF: REPT/PND1 or REPT/PND2).
If the agency receives a subsequent application while the case is still in pending status, treat the subsequent application as client reporting. Review the application for any new program(s) being requested and for any reported changes that may affect program eligibility and benefit level. If a new program is requested, determine benefits from the initial application, incorporating any changes reported in the subsequent application. See TEMP Manual TE02.05.14 (CAF - Add a Program - Denial).
MFIP, MSA, GA, HSP:
Follow general provisions. Until the agency issues a notice of approval or denial for the initial application, any subsequent application is void.
SNAP:
Once the initial application has been approved or denied, action must be taken on the subsequent application. If the unit was determined eligible under the initial application, deny the subsequent application(s) using Notice of Denial for Public Assistance Applicants or Recipients (DHS-4532) (PDF). If the unit was determined ineligible under the initial application, process the subsequent application(s) as a new application.![]()
