RCA - MOVES WITHIN THE STATE

When a participant moves within the state, this may affect how their Refugee Cash Assistance (RCA) case is administered. Moves involve good communication between the original and new counties.
RCA cases within the 12 identified counties are administered by the Resettlement Programs Office (RPO) RCA team at the Minnesota Department of Human Services (DHS). See 0030.03.01 (Processing RCA Applications). RCA cases outside of the 12 identified counties are administered within their current county.
MOVE FROM A RPO RCA ADMINISTERED COUNTY TO A NON-RPO RCA ADMINISTERED COUNTY
When an RCA participant moves from 1 of the 12 identified RPO administered counties to a non-RPO administered county, the transferring RPO RCA eligibility worker must:
● | Communicate with the original county to see who will complete the transfer tasks. If there are other programs besides RCA, the transfer must be completed by the county. |
● | Document all actions before transferring the case to the new county. |
● | Remove the RPO RCA eligibility worker logon id as the secondary worker in the system. |
● | Transfer the case into the system to the new county of residence. Follow existing agency established process to transfer the case documents to the new county. |
If the participant does not have an EBT card, the RPO RCA worker may help coordinate with the new county of residence and contact the participant to schedule an appointment for the participant to attend EBT training and issue the EBT card.
The new county of residence should review the RCA case and follow the policies and procedures for maintaining it through the remainder of the eligibility period. This includes policies on referrals and participation in employment services in the new county of residence, monthly check-ins, sanctions for non-compliance, and recovery of overpayments, when applicable. MOVE FROM A NON-RPO RCA ADMINISTERED COUNTY TO A RPO RCA ADMINISTERED COUNTY
When an RCA participant moves from a county administered program to 1 of the 12 identified RPO administered counties, the transferring county worker must:
● | Inform the participant that their RCA case is referred to RPO RCA team at the Minnesota Department of Human Services, and the RPO RCA eligibility worker must ensure that a referral is made to an employment service provider in the new county of residence. See 0030.12 (Refugee Employment Services). |
● | Send an SIR email to the RPO RCA email inbox at: rpo.rca.dhs@state.mn.us letting the RPO RCA eligibility workers know that the case has been transferred into an RPO RCA administered county. |
● | Provide the participant with the contact name/number for the new RPO RCA contact information: |

● | Transfer the MAXIS case to the new county of residence as per current policies and procedures. |
MOVE WITHIN THE RPO RCA ADMINISTERED COUNTIES
When an RCA participant moves between counties administered by RPO RCA, the transferring county worker shall transfer the case in the system to the new county of residence per current policies/procedures. This does not change the RPO RCA worker. See 0008.06.21 (Change in County of Residence).![]()
