GA BASIS - DRUG/ALCOHOL ADDICTION

GA:
A person who has completed a comprehensive assessment (or Rule 25 assessment prior to 07/01/2022) is eligible for a GA personal needs allowance while receiving substance use disorder treatment services. To verify this, use DHS-8306 (General Assistance: Verifying Participation in Substance Use Disorder Treatment). A copy or summary of the applicant's comprehensive assessment is not required. A signed DHS-8306 remains valid for one year.

A person who is NOT receiving substance use disorder treatment services is eligible for the GA basic needs standard when a qualified professional verifies that addiction is a material factor preventing them from getting and keeping suitable employment. See 0011.39 (Qualified Professionals). To verify this, use the Request for Medical Opinion (DHS-2114) (PDF).

Follow the procedures in 0012.30 (Chemical Use Assessment) to determine if a client who is not receiving substance use disorder treatment services should be referred for a chemical use assessment..

Vendor pay all shelter and utility costs. This does NOT apply to the GA personal needs allowance. Issue any remaining benefits to the client. See 0024.09 (Protective and Vendor Payments), 0024.09.12 (Payments After Chemical Use Assessment). See Temp Manual TE13.015 (DA&A GA Basis of Eligibility) for MAXIS instructions on how to set up vendor payments.

Review this basis of eligibility at each recertification.
