ADDING A PERSON TO THE UNIT - SNAP

SNAP:
When adding a person to the unit, consider the following:
● | If the unit member meets all verification and eligibility criteria. See 0011 (Technical Eligibility), 0012 (Procedural Eligibility), 0014 (Assistance Units). |
● | What SNAP work rules must this person follow, if any. See 0028.07 (General Work Rules for SNAP), 0011.24 (Time-limited SNAP Recipients) for more information. |
● | Whether the unit member is categorically eligible for SNAP. See 0013.06 (SNAP Categorical Eligibility/Ineligibility). |
● | Determine how the new unit member’s income and deductions are treated. See 0017 (Determining Gross Income), 0018 (Determining Net Income). |
If the new unit member’s income in combination with the other unit members’ income puts the entire unit over the income limits close SNAP the next available month, allowing for 10-day notice. See 0008.06.12 (Adding a Person's Income), 0019.06 (Gross Income Limits), 0020.12 (SNAP Assistance Standards).
SNAP eligibility for the new unit member begins the 1st of the month after the month the unit reported the person is in the home with no proration. If the client reports the change in unit composition on weekends, holidays, or after hours, the date of the reported change will be the next business day. This also applies when adding a newborn to the unit. If adding the person reduces the benefits, you must give proper notice.
If you are not able to act on the reported change timely to give proper notice, determine if the unit is overpaid. See 0010.21 (Verification Due Dates) for time lines to allow. See 0007 (Reporting), 0025.03 (Determining Incorrect Payment Amounts), 0026.12 (Timing of Notices).
Before adding a previously disqualified ineligible member, the unit must request the previously disqualified person be added back to the case once they meet eligibility for SNAP again. Add them back beginning the 1st of the month following the date they request the previously disqualified member be added back to the case. This includes, but is not limited to, a sanctioned member ending their sanction period, a Time-limited Recipient (TLR) meeting eligibility again, and when a drug felon verifies that they have passed a drug test. Note: Before adding a previously disqualified unit member back to the case, consider changes to their income and expenses. Verification may need to be requested prior to adding them back to the case.
