QUALIFIED PROFESSIONALS

The following qualified professionals may determine whether clients meet the eligibility criteria for programs:
● | For illness, injury, or incapacity: A licensed physician, physician assistant, advanced practice registered nurse (clinical nurse specialist, nurse anesthetist, nurse-midwife, or nurse practitioner), physical therapist, occupational therapist, or licensed chiropractor, according to their scope of practice. |
● | For developmental disability or learning disability: A licensed physician, physician assistant, advanced practice registered nurse (clinical nurse specialist, nurse anesthetist, nurse-midwife, or nurse practitioner), licensed independent clinical social worker, licensed psychologist, certified school psychologist, or certified psychometrist working under the supervision of a licensed psychologist. |
● | For mental health: A licensed physician, advanced practice registered nurse (clinical nurse specialist, nurse anesthetist, nurse-midwife, or nurse practitioner), physician assistant, a tribally certified mental health professional or mental health professional. A mental health professional is a:

● | For substance use disorder: A licensed physician, a physician assistant, a tribally certified mental health professional, a mental health professional (see list of professionals under “mental health” above), a substance abuse treatment director, an alcohol and drug counselor supervisor, a licensed alcohol and drug counselor (LADC), or a certified alcohol and drug counselor through the evaluation process established by the International Certification and Reciprocity Consortium Alcohol and Other Drug Abuse, Inc., or the Upper Midwest Indian Council on Addictive Disorder (UMICAD). |
MFIP:
Qualified professionals may determine if a person meets certain medical criteria in order to bank months, or to qualify for Family Stabilization Services (FSS), an MFIP hardship extension, or a good cause claim. DWP:
If there are situations requiring determinations from the qualified professionals, consider conversion to MFIP. See 0008.06.24 (DWP Conversion or Referral to MFIP).
SNAP:
For specific Unfit for Employment provisions, see 0028.06.12 (Who Is Exempt From SNAP Work Registration). Follow general provisions.
MSA:
No provisions.
GA:
Follow general provisions.
GRH:
For clients who are aged, blind, or disabled, their condition may be confirmed by professionals under criteria used by the Title II of the Social Security Act, as well as Minnesota’s State Medical Review Team (SMRT).
