DETERMINING SNAP PRINCIPAL WAGE EARNER

SNAP:
Each SNAP unit must have 1 adult unit member assigned as the Principal Wage Earner (PWE). When the PWE is subject to the general work rules and does not follow these rules without good cause, the entire case is sanctioned, rather than just the person. See 0028.07 (General Work Rules for SNAP), 0028.06.12 (Who is Exempt from SNAP Work Registrations), and 0028.30.06 (Sanctions for Not Meeting SNAP Work Rules) for more information on who must follow the general work rules, what the general work rules are and who must be sanctioned for not complying with them without good cause.
You must determine the Principal Wage Earner (PWE) at application, recertification, and when unit composition changes. See 0005.12.12 (Application Interviews), 0008.03 (Changes - Obtaining Information), 0009.06.06 (Recertification Interview).
When there is only 1 adult member in the unit, they are automatically the PWE. If there is more than 1 adult, give the adults in the unit the option to designate which adult is the PWE.
● | For units with NO CHILDREN in the unit who do NOT designate which adult is the PWE: The PWE is the unit member with the most earned income in the 2 months before the date of application, voluntary quit, or work registration non-compliance. |
● | For units that include an adult parent(s) with children in the home OR an adult unit member(s) with parental control over children in the home who do NOT designate which adult is the PWE: The county will designate the PWE. |
● | If you cannot determine who to designate as the PWE based on the information above, the primary contact person is the PWE. |
When the PWE becomes ineligible for SNAP for any reason other than being sanctioned for not complying with the general work rules when they are subject to them, the PWE will need to be switched to another eligible adult unit member starting with the month the PWE is no longer eligible for SNAP.
