CUBAN ENTRANTS

ISSUE DATE: 07/2024

Citizens of Cuba who entered the United States with Humanitarian Parole, OR as a “Cuban/Haitian Entrant”, OR any other citizen of Cuba who:

Have ever been paroled into the United States and do not have another immigration status; OR

Has a case pending in immigration court (are in removal proceedings); OR

Has applied for asylum,

 

AND

Does not have a final removal (deportation) order.

Cuban Entrants are eligible for public benefits to the same extent as refugees.

NOTE: Even if the parole has expired AND has not adjusted their status, they are still eligible to the same extent as refugees.

Most common examples of Immigration Documentation

Cuban citizens have complex United States immigration documents - submit a PQ with any questions. 

  • I-94 with stamp indicating Cuban/Haitian Entrant
  • I-94 with stamp indicating Parole
  • I-94 Record with code CHP or HP
  • Immigration Documents, such as a Parole Stamp that lists “Cuban/Haitian Entrant”
  • United States Citizenship and Immigration Service Receipt Notice or Immigration Court record indicating applicant for asylum 
  • Employment Authorization Document
