ADDING A PERSON'S INCOME

ISSUE DATE: 07/2025

Follow the procedures in this section for considering income when:

A person starts to have income.

 

OR

A person who has income is added to the unit or household.


To add a person's needs to the unit or household, see 0008.06.06 (Adding a Person to the Unit - Cash), 0008.06.07 (Adding a Person to the Unit - SNAP).
Some programs have special provisions for adding the income of a stepparent or a non-custodial parent who returns to the home. See 0008.06.06 (Adding a Person to the Unit - Cash), 0008.06.07 (Adding a Person to the Unit - SNAP), 0016.09 (Income From Ineligible Stepparents), 0016.15 (Income From Ineligible Parents).


MFIP:
Add a financially responsible person’s income the month the person becomes financially responsible.

An increase in the existing assistance unit’s income reported during the six-month budget period must be added to the budget but will not decrease the benefit amount.

When an increase and a decrease are reported during the same month, both changes need to be assessed to determine if it is an overall increase or decrease in the entire assistance unit’s income. See 0008.06.15 (Removing or Recalculating Income).

Redetermine eligibility for the entire unit and verify all eligibility factors for the entire assistance unit if you are adding income of a person who is being added to a household. See 0022.12 (How to Calc. Benefit Level – MFIP/DWP/GA).


DWP:
Recalculate benefits and approve new results if you are adding income of a person who is being added to a household. See 0022.12 (How to Calc. Benefit Level- MFIP/DWP/GA).


SNAP:
When adding income for a current unit member or a new member with income enters the unit, determine if the income change must be acted on immediately during the certification period or held until the unit’s next six-month review, recertification or 12-month contact when the unit is certified for 24 months, whichever comes first. See 0017 (Determining Gross Income) and 0008.06.01 (Implementing Changes – Program Provisions). When verification needs to be held until the unit’s next renewal, do not add the unit member and/or their income to the case until renewal time or when the unit voluntarily provides verification, whichever comes first. When verification is held until renewal time, the unit may voluntarily provide verification to have their benefits redetermined but is not required.

When no additional information is needed to add the person and their income to the case, add a person's income the same month you add the person to the SNAP unit, allowing for proper notice. MSA:
Add a client's income the month the client begins to receive it. Add a financially responsible person's income the month the person becomes financially responsible. See 0016 (Income From People Not in the Unit).

GA:
When adding the income of a person added to the unit, or a person who is financially responsible, count the income prospectively from the date the person enters the home. Allow all the appropriate deductions. The amount remaining is the income available to the unit. Compare the sum of the available income and the benefits already issued for the month to the standard of need for the unit size. Issue a corrective payment or determine an overpayment, as appropriate. See 0016 (Income From People Not in the Unit), 0020.18 (GA Assistance Standards), 0024 (Payments).
