Purpose: To provide information about increases to certain service rates and monthly budget caps

Service rate and budget changes effective Jan. 1 or upon federal approval
The 2021 Minnesota Legislature authorized several rate and budget increases for home and community-based services. The following service rates and monthly budgets will increase effective Jan. 1, 2022, or upon federal approval:
· Home care nursing, home health agency and therapy services under state plan home care, Alternative Care (AC), Brain Injury (BI) Waiver, Community Access for Disability Inclusion (CADI) Waiver, Community Alternative Care (CAC) Waiver, Developmental Disabilities (DD) Waiver and Elderly Waiver (EW)· Personal care assistance (PCA) enhanced payment eligibility reduced from 12 to 10 hours per day in PCA, consumer directed community supports (CDCS) and Consumer Support Grant (CSG)· Component values for many Disability Waiver Rate System (DWRS) framework services under BI, CAC, CADI and DD · Operating payments for intermediate care facilities for persons with developmental disabilities (ICFs/DD) under DD· Adult companion, adult day, adult day bath, adult foster care, chore, customized living, homemaker, individual community living supports and respite under AC, EW and Essential Community Supports (ECS) · Customized living and 24-hour customized living daily and monthly limits under EW · Monthly CDCS and case mix budgets for AC and EW · Monthly budget for ECS.We will send future eList announcements with updates on these changes, including:
· The status and timing of implementation, based on federal approval· Revisions to Long-Term Services and Supports (LTSS) Service Rate Limits, DHS-3945-ENG (PDF), which will include the new service rate and budget dollar values· Revisions to the LTSS rate changes page· Plans for Medicaid Management Information System (MMIS) and MnCHOICES system changes, including the MMIS automation process and the MnCHOICES release dates.Previous eList announcements
