Direct care workforce shortage
· See the meeting agenda for additional information.· Home and Community-Based Services (HCBS) workforce grant survey update:· A summary review and survey for the grant will be sent out sometime in the next month to people signed up for disability service and aging eLists, as well as other stakeholders. DHS is also coordinating with the Minnesota Department of Health to send the survey to their constituents. · The survey will be offered in four additional languages to make it more accessible to minority direct support professionals. Subcommittee updates
The committee will discuss this topic again at their November meeting: This subcommittee has found it is helpful to review the good intention of the Positive Supports Rule when meeting with care teams. Sometimes the paperwork requirements can distract from the intent of the rule. The committee could consider making a recommendation to discontinue duplicative paperwork requirements that are not required in rule or statute.
Discussion
New psychotropic medication manual for 245D service providers
The committee finished edits for the following handouts:
· Quality of life· Preparing for appointments· Attending appointments· Initiation of medications.Committee members will review the remaining handouts at their December meeting.
Review of the committee’s 2020 Olmstead recommendations
Liz is open to helping write the Olmstead report for January.
The committee reviewed their recommendations and noted:
· The EPRC recommends continuing the past recommendation to collaborate and build connections with expanded support teams, so committee members can continue to assist with the development of effective fading plans on mechanical restraint, emergency manual restraint and other targeted interventions listed in PSTPs. · EPRC members are having discussions with teams about the workforce shortage. There are no easy fixes but they are sharing resources when possible. · The committee continues to recommend helping service providers connect with other professionals that can inform supports and services.· Crisis and positive support service providers have been coming together (or will be soon) to discuss what is working and not working about the services, and several EPRC members have been invited to participate. Members often share these two resources with providers they are supporting. Closing
· Committee members are welcome to share additional information and discuss.· If there is time at the December meeting, the committee will look at their “Donuts” (which outline what is in and out of scope), the committee’s role, how things might have changed with Covid and the workforce shortage, and Fredda Brown’s letter about the committee. The committee will have a brainstorming discussion about what has and hasn’t worked. · Members are invited to recommend topics for upcoming committee meetings.· Stacie will put in another request for training on the legislative process.
