Update on CFSS implementation timeline

DHS plans to launch Community First Services and Supports (CFSS) on or after Nov. 1, 2022. This flexible health care program will replace personal care assistance (PCA) and the Consumer Support Grant (CSG) in Minnesota.

Federal approval

DHS submitted the 1915(i) and 1915(k) state plan amendments to the Centers for Medicare & Medicaid Services (CMS) on March 18, 2022. CMS had 90 days to review the amendments. During this time, CMS met with DHS several times and asked DHS informal questions.

On June 15, 2022, CMS asked DHS to respond to formal questions. When CMS asks formal questions, it resets the review period. Once DHS submits formal answers, CMS has another 90 days to review the amendments and DHS’ answers.

DHS plans to respond with a new submission to CMS by July 15. Public communication will go out to notify interested parties after DHS submits the new State Plan Amendments to CMS.
