October meeting recap

· The October WRAC meeting was a learning session for members about the budget development process, with a look toward future development work for the committee.

· Members had time to ask questions at the end of the meeting to clarify their learnings

· DHS sent out the after-meeting evaluation asking members about their remaining questions and if they would like to have another meeting for questions. 

· DHS received limited interest from members who wanted to have more time for questions. Given the small number of members with questions, DHS has been working to meet with each person individually to address their remaining questions and concerns.

· Four new members will be joining in February

2023 workplan – snapshot of work over the next year

· February 2023: Service mixes and rates 

· April 2023: Services in a two-waiver system continued

· June 2023: Budget, rate, CDCS exceptions proposal

· August 2023: Finalize policy recommendations for services by waiver/expanding self-directed services  

· October 2023: Budget and policy communication/traditional vs. CDCS

· December 2023: Expanding self-directed services continued.

2023 Waiver Reimagine communication plan

· To provide timely, regular and relevant information to engage, inform and hear from interested parties

· What:

To share WRAC recommendations 

To share new waiver service planning resources 

To seek input on self-directed services by waiver

· Who: Broad community of people/ families/ advocates

· How:

Three to four virtual events

Three to four surveys

Three to four HUB VIP engagement opportunities.  

Policy development: services by waiver

· DHS described 14 services (see presentation under Dec. 15 meeting materials for details) and the WRAC asked questions, discussed and developed recommendations for which waiver each of the 14 services should be available under:

Waiver 1 (for people who live in their own home or family home)

Waiver 2 (for people who live in provider-managed residential settings)
