    We will dedicate the first few minutes of every meeting to addressing any connectivity issues, to ensure everyone can hear other meeting participants.

    Public comments

    The committee encourages public participants to share their thoughts and ask questions about committee activities at the beginning of each meeting. The committee will continue on to the next agenda item when either 1) 30 minutes have passed or 2) when there are no additional comments or questions, whichever comes first.

    The committee will discuss the minutes from January and vote.

    Updates to share

    Direct care workforce shortage

  • · DHS continues to provide feedback on legislative proposals. Some announcements from the governor and legislative proposals include:
  • Governor's One Minnesota Budget (PDF)
  • Caregivers Stabilization Act
  • CFSS and CDCS Parents and Spouse Limit
  • · A DHS survey of interested parties in November indicated that 16% of respondents (81 respondents total) did not have staffing because they could not find any.
  • Subcommittee updates

    Requests for approval subcommittee

    This subcommittee continues to support teams with phasing out the use of mechanical restraint.

    Emergency use of manual restraint subcommittee

    This subcommittee noted their assignment list continues to shrink as fewer providers are using emergency manual restraint.

    Discussion

    Review of annual recommendations

    A draft of the committee’s 2023 Olmstead report will be available for committee review during the March meeting.

    Helping people improve communication skills

    The committee previously noted that many of the people they follow up on need support in developing additional communication skills. The committee will examine resources and trainings available to lead agencies, providers and families on this topic.
