Welcome

Facilitator welcomed members, reviewed member input and survey responses, and elaborated on the meeting objective, which was for members to understand the development of the support range model and service mixes and be prepared to participate in the update of the budget model in 2023 and beyond.

August meeting recap

Staff went over a recap of the August meeting that discussed:

· Guiding principles for reshaping the waivers

· History of reshaping the waivers

· Names of new waivers.

DHS update

DHS staff updated the members on the number of changes that have occurred in recent months about the project including:

· Implementation now begins on Jan. 1, 2026

· DHS emailed all WRAC members on Sept. 20, 2022

· DHS sent a statewide eList on Sept. 22, 2022

· DHS is updating the website and FAQs.

· Hannah Lamb has taken a new position at DHS. As we are transitioning and getting her work moved over, we would just ask that you connect with waiver.reimagine@state.MN.US.

Budget fundamentals

Meghan presented on the information-sharing topic for this meeting, including more in-depth information on:

· The budget methodology development

· The proposed budget methodology

· Future work on the budget methodology.

Understanding this information will be critical to your participation in future budget topics.

Member questions

Meghan answered questions from members about the budget methodology and topics covered in today’s meeting. Topics of questions included:

· Support planning process

· Are there differences between self-direction and traditional budgets?

· Further definitions of the support ranges

· Budget exceptions

· What is inside and outside the budget?
