RFP for intervention services study

DHS seeks proposals from qualified responders to gather feedback and data and conduct a study on ways to simplify and expand access to positive support, crisis, specialist, respite and other intervention services in Minnesota. The chosen responder will be responsible to:

  • · Survey interested parties to gather data about their experience with barriers to meet people’s needs.
  • · Develop a report to recommend strategies to update and expand access to intervention services.
  • DHS expects the term of any resulting contract to be from February to September 2024.

    Process to submit a proposal

    To submit a proposal in response to this RFP, responders must use Minnesota Supplier Portal – Bidding Opportunities. The RFP for the intervention services study is listed under the title “Minnesota’s Commitment to Diversity and Inclusion.”

    Responders cannot submit proposals through mail, fax or email.

    Deadline for submission

    Responders must submit their proposal through the online application portal by Monday, Nov. 27, 2023. DHS will not accept late submissions.

    Additional information

    Laws 2023 Chapter 61, Article 1, Section 74 directs DHS to:

  • · Complete a study on options to expand access to services for people with co-occurring behavioral health conditions and disabilities.
  • · Evaluate options to expand positive support, crisis respite, respite and specialist services authorized under Minnesota’s federally approved home and community-based waivers, in consultation with interested parties.
  • · Survey community providers about the barriers to meet people’s needs and options to authorize services under Minnesota’s Medical Assistance state plan.
  • · Evaluate strategies to decrease the number of people who remain in hospitals, jails and other acute or crisis settings when they no longer meet medical or other necessity criteria.
