Spouses and parents of minors can be paid to provide PCA services

Effective Oct. 1, 2024, a person may serve as a paid worker to provide PCA services for their spouse or minor children.

Actions for people who receive services

Before Oct. 1, 2024, people who receive services can work with their provider agency to ensure their potential worker meets PCA enrollment requirements.

PCA provider agency actions

PCA provider agencies are responsible to ensure that a person’s spouse and the parent of a minor:

  • · Meet all enrollment requirements.
  • · Follow all applicable PCA worker policies.
  • Before Oct. 1, 2024, PCA provider agencies can work with people who receive services to ensure their potential worker meets the PCA enrollment requirements. The person’s spouse or parent of a minor cannot provide PCA services before Oct. 1, 2024.

    Effective Oct. 1, 2024, PCA provider agencies can bill DHS or the person’s managed care organization (MCO) for services that occurred on or after Oct. 1, 2024.

    There is no limit to the number of hours per week for which DHS will reimburse a PCA provider agency for PCA services provided by a person’s spouse or the parent of a minor.

    Note: Like all workers, PCA services provided by a person’s spouse or the parent of a minor cannot exceed 310 hours per month.

    DHS actions

    DHS will share information about how PCA provider agencies must bill for services provided by a person’s spouse or the parent of a minor when it is available.

    Lead agency actions

    Lead agency staff do not need to take any action for a person to serve as a PCA worker for their spouse or minor children.

    Transition from PCA to Community First Services and Supports (CFSS)

    On Oct. 1, 2024, DHS will begin to implement CFSS to replace PCA and the Consumer Support Grant (CSG). People who receive services will transition from PCA or CSG to CFSS during their regularly scheduled annual reassessment.

    A person also may serve as a paid worker to provide CFSS services for their spouse or minor children. CFSS provider agencies and people who receive services must follow limits on hours and wages.
