Updated instructions for CDCS budget changes in the MnCHOICES revision

DHS is monitoring CDCS budgets in the MnCHOICES revision compared to MnCHOICES 1.0. When there is a change to the CDCS budget for a person on a disability waiver (BI, CAC, CADI and DD), the lead agency must review:

  • · Changes to the person’s needs from the previous assessment.
  • · Past and current assessments to ensure there are no errors.
  • · MMIS entry to ensure the data entered matches the assessment screening document.
  • If the change to the CDCS budget cannot be explained by the above reviews, the lead agency should request a review of the assessment using MnCHOICES Help Desk Contact Form, DHS-6979. During this review, a DHS policy expert will analyze the assessment to determine why the person's budget may have changed and provide details that the lead agency can share with the person.

    The person has the right to appeal their assessment results with DHS. However, if they think their new budget does not meet their needs, the lead agency can help determine if they are eligible for:

  • · Enhanced budget, described on CDCS Manual – Enhanced budget.
  • · Exception to the CDCS budget methodology, described on CDCS Manual – Exception to CDCS budget methodology for BI, CAC, CADI and DD waivers.
  • DHS developed guidance documents and enhanced training for assessors across all assessment areas to clarify policy and assist in establishing consistent practice across the state. As a result, DHS anticipated some changes to CDCS budgets in the MnCHOICES revision.

    DHS will continue to monitor CDCS budgets for specific trends as more people receive reassessments with the MnCHOICES revision.
