AASD and DSD eList announcement

To: Lead agencies, people who receive personal care assistance (PCA), Consumer Support Grant (CSG) or Community First Services and Supports (CFSS) services and other interested parties

Purpose: To share instructions for lead agencies to authorize more PCA/CSG services through Sept. 30, 2026, for people who have not transitioned to CFSS by the end of their six-month service agreement (SA)

Instructions to avoid gaps in service for people receiving PCA/CSG services
People currently receiving PCA/CSG services who do not have an approved CFSS service delivery plan before their next assessment will be able to continue receiving PCA/CSG services while they continue the transition to CFSS to avoid gaps in service. DHS announced this change in the July 22, 2025, eList announcement.
Lead agency actions
If a person receiving PCA/CSG services has not yet completed the transition to CFSS by their next assessment after Oct. 1, 2025, the lead agency must authorize both:
1. PCA/CSG services according to the following timelines:
Note: If the person does not complete the transition to CFSS by the end of their six-month service agreement (SA), the lead agency can authorize more PCA/CSG services through Sept. 30, 2026.
2. Six units of consultation services while the person continues to transition to CFSS.
Note: All people receiving PCA/CSG services must transition to CFSS by Sept. 30, 2026.
