Purpose: To announce a public comment period for amendments to the Community Alternative Care (CAC), Community Access for Disability Inclusion (CADI) and Developmental Disabilities (DD) waiver plans before submission to the Centers for Medicare & Medicaid Services (CMS)
Comment period begins: 8 a.m. Thursday, Oct. 23, 2025
Comment period ends : 4 p.m. Friday, Nov. 21, 2025

DHS requests public comments on amendments to the disability waiver plans
DHS requests public comments on fall 2025 waiver plan amendments before we submit them to CMS for approval. These amendments apply to the following home and community-based services (HCBS) waivers:
Amendments that apply to the Brain Injury (BI) Waiver are included in the BI Waiver renewal. For more information, refer to the Oct. 9, 2025, eList announcement.

Email comments to DSD.PublicComments@state.mn.us no later than 4 p.m. Friday, Nov. 21, 2025
