Purpose: To announce changes to Disability Waiver Rate System (DWRS) framework services component values and other upcoming changes affecting DWRS services
Effective: Jan. 1, 2026, or upon approval by the federal Centers for Medicare & Medicaid Services (CMS)

Jan. 1, 2026, DWRS component values updates
Effective Jan. 1, 2026, or upon federal approval by CMS, DHS will start using updated component values for DWRS framework services as required by the Minnesota Legislature. For updated DWRS component values, refer to DWRS framework components effective Jan. 1, 2026 (PDF).
Other changes affecting DWRS services
Effective Jan. 1, 2026, or upon federal approval by CMS, DHS will implement the following changes:
