Purpose: To announce updated expectations and procedures to verify provider qualifications as part of DHS’ ongoing work to strengthen program integrity and consistency across the EIDBI benefit

Updates to EIDBI provider enrollment and qualification review

DHS updated EIDBI provider enrollment criteria to ensure consistency and compliance with Minn. Stat. §256B.0949, subd. 15. Under these standards:

  • · A qualifying degree or program (i.e., major) must be in behavioral health, child development or a related field (e.g., psychology, social work, special education, speech pathology, occupational therapy).
  • · All degrees must be from an accredited institution.
  • DHS actions

    DHS will:

  • · Assess individual provider qualifications based on submitted materials on a case-by-case basis to determine if the provider meets statutory and policy requirements.
    Note: Minnesota Health Care Programs (MHCP) Provider Eligibility and Compliance (PEC) enrollment determinations reflect current clinical standards and evolving best practices.
  • · Terminate or deny enrollment if providers do not meet current enrollment criteria.
  • DHS will not:

  • · Issue blanket approvals for degree types or institutions.
  • · Review or issue guidance on whether specific degrees meet requirements.
  • · Make exceptions for previous qualifications.
  • · Accept related coursework, minors or concentrations as substitutes for an approved major.
  • Provider actions

    EIDBI agencies should:

  • · Review current staff qualifications.
  • · Ensure all enrollment records align with current MHCP standards.
  • · Confirm all providers meet requirements in place at the time of enrollment or revalidation.
  • · Maintain supporting documentation for each enrolled staff member’s qualifications and provider level.
