2026 DWRS rate remediation

Lead agencies must remediate 2026 DWRS framework rates.

Reason for remediation

The 2026 DWRS framework rates require remediation because we cannot implement the currently published 2026 framework rate changes and the family residential services (FRS) tiered rate methodology change until we receive federal approval of the Community Alternative Care (CAC), Community Access for Disability Inclusion (CADI) and Developmental Disabilities (DD) waiver amendments and the Brain Injury (BI) waiver renewal from the Centers for Medicare & Medicaid Services (CMS). We explained this in the Jan. 23, 2026, eList announcement.

DWRS framework services rate remediation

Until DHS receives CMS approval and can provide updated instructions, lead agencies must remediate rates for the following services with start dates on or after Jan. 1, 2026:

  • · Adult day – 15 minute.
  • · Adult day – daily.
  • · Day support services.
  • · Prevocational services – 15 minute.
  • · Prevocational services – daily.
  • · Employment services.
  • · Individualized home support (IHS) without training – 15 minute.
  • · IHS with training – 15 minute.
  • · IHS with training – daily.
  • · IHS with family training – 15 minute.
  • · Night supervision.
  • · Positive supports.
  • · Community residential services.
  • · Family residential services.
  • · Individualized community supports.
  • The following services do not require rate remediation because they did not have component value changes:

  • · Adult day bath.
  • · Customized living.
  • · 24-hour customized living.
  • DHS actions

    We are preparing specific, detailed instructions that explain:

  • · The percentage rate change for each service.
  • · How to make and document the rate changes.
