Employment First TA Center grant opportunity

DHS is accepting applications from interested parties for a grant opportunity to operate and advance Minnesota’s Employment First TA Center to ensure competitive integrated employment (CIE) is the standard outcome for people with disabilities on waivers.

DHS is seeking responders with experience in:

  • · Systems change leadership and implementation.
  • · Demonstrated improvement in CIE or similar outcomes.
  • · Delivery of multi-level TA across complex systems.
  • · Cross-agency and cross-sector collaboration.
  • · Minnesota-based operational capacity supporting sustained in-person engagement.
  • Application details

    Use the following information to apply:

  • · Deadline: 4 p.m., July 31, 2026.
  • · Application: To apply, refer to DHS – Open grants, RFPs and RFIs – DHS is seeking to provide an Employment First TA center, a statewide systems-change initiative advancing CIE for people receiving HCBS.
  • · Number of grantees: One.
  • · Amount: Up to $400,000 for year one (Feb. 1, 2027, to June 30, 2027) and up to $1,500,000 for year two (July 1, 2027, to June 30, 2028). DHS may extend the contract to a total of five (5) years. If extended, DHS anticipates awarding up to $1,500,000 per year.
  • Additional information

    The TA Center will operate as a coordinated, statewide system of support that:

  • · Builds capacity across providers, lead agencies and partners.
  • · Aligns practices across systems and programs.
  • · Delivers TA and training.
  • · Supports implementation of Employment First practices.
  • · Uses data and feedback to drive continuous system improvement.
  • The TA Center has been a multi-year effort:

  • · 2021: The Legislature created the TA Center to provide training and technical assistance to the provider reinvention grant program. DHS awarded the contract to the University of Minnesota Institute on Community Integration to carry out the Minnesota Transformation Initiative.
  • · 2023: The Legislature provided ongoing funding, per recommendations from the Task Force on Eliminating Subminimum Wages.
  • · 2024: DHS expanded the scope of the TA to include support for the lead agency capacity-building grant.
