EVV compliance updates and provider reminders

In July 2026, DHS will determine provider compliance for the second quarter (April–June 2026) using EVV data providers submitted for services delivered during the quarter. Providers that do not meet EVV compliance requirements will receive a corrective action letter outlining the required next steps in their MN–ITS mailbox. DHS will send letters to all MN–ITS mailboxes associated with the provider's tax ID.

Providers should review their monthly EVV compliance reports and enrollment information throughout each quarter to identify and resolve issues as early as possible. The following sections include important information about:

  • Schedule change for monthly compliance reports

    Beginning July 2026, HHAeXchange (HHAX) will send monthly EVV compliance reports on the 15th of each month instead of the 25th. This earlier reporting schedule gives providers additional time before the end of each quarter to review their compliance status and resolve issues that could affect their quarterly compliance determination.

    Providers must submit all EVV data no later than the 14th of each month to be included in the monthly EVV compliance report. DHS uses the final monthly compliance report for each quarter when determining provider compliance. If a provider submits EVV data after the 14th, DHS will not:

  • · Include that data in that quarter's compliance determination.
  • · Redetermine compliance.
  • EVV data submission is separate from claims submission. Providers should adjust their EVV reporting schedules to ensure they submit all EVV data before HHAX generates the monthly compliance report. Providers do not need to change their current billing practices at this time.

    Updates to enrollment records

    Providers must maintain accurate enrollment records in both Minnesota Health Care Programs (MHCP) and HHAX records. All provider identifiers that have billed for EVV-required services within the past 12 months must enroll with HHAX.

    If a provider no longer uses a national provider identifier (NPI) or unique Minnesota provider identifier (UMPI) to provide EVV-required services, they must:

    1. Complete the appropriate MHCP disenrollment process. The provider must complete this step first. For questions, contact DHS – MHCP Provider Resource Center.

    2. Update HHAX enrollment records to remove or deactivate the provider identifier. For instructions, refer to HHAX Client support portal.

    Provider identifiers are subject to EVV enrollment requirements until the provider has updated both MHCP and HHAX records.

    New services subject to EVV

    Additional MHCP services will be subject to EVV requirements due to changes from the 2026 legislative session. DHS has not yet determined an implementation and enrollment timeline. Providers of these services must not enroll with HHAX at this time. DHS will provide additional guidance before enrollment begins.
