Temporary rate increase to address workforce shortage

DHS submitted an emergency approval request to the federal Centers for Medicare & Medicaid Services (CMS) to implement a temporary 5% increase on current service rates to help address the ongoing workforce shortage. This is intended to support the retention and recruitment of staff who directly support people with disabilities. In turn, this allows people with disabilities to maintain access to the services that help them live more independently.

The temporary increase falls under the authority of the DHS commissioner, described in Minn. Stat. §12.A.10.

Services eligible for rate increase

The following services are eligible for the rate increase:

  • · Community residential services
  • · Individualized home supports with training
  • · Individualized home supports without training
  • · Integrated community supports
  • · Customized living reimbursed through Brain Injury (BI) or Community Access for Disability Inclusion (CADI) waivers
  • · Personal care assistance (PCA)
  • · Complex PCA
  • · Extended PCA
  • · Extended complex PCA
  • · Intermediate care facilities for persons with developmental disabilities (ICF/DD) services.

    DHS anticipates the temporary increases to affect service dates from April 1 to June 30, 2022. We will provide additional information about implementation, federal approval and eligibility requirements when it is available.
