Operating payment rate increase for ICF/DD providers

Effective Jan. 1, 2024, DHS will increase the operating payment rate for ICF/DD providers due to the 2023 Minnesota Legislature rate and policy changes that affect ICFs/DD. These changes include:

1. A $40 payment rate increase, excluding the property-related payment rate and licensing surcharge.

2. An operating payment rate floor of $275 for Class A facilities and $316 for Class B facilities. Please note:

  • · For each Class A facility below the operating payment rate floor after the increase applied in (1) above, DHS will increase the operating payment rate to $275.
  • · For each Class B facility below the operating payment rate floor after the increase applied in (1) above, DHS will increase the operating payment rate to $316.

    • ICFs/DD can access the increased operating payment rates on Jan. 1, 2024.
