Purpose: To inform lead agencies of the temporary State Medical Review Team (SMRT) MnCHOICES policy and remind lead agencies about access to the SMRT Integrated Service Delivery System (ISDS)

Temporary SMRT MnCHOICES policy and SMRT ISDS access

Effective immediately, SMRT temporarily suspended the policy that lead agencies must complete a MnCHOICES assessment 150 days before the SMRT referral date or schedule a MnCHOICES assessment to occur within 60 days of the referral date. While the temporary policy is in effect, lead agencies may enter the SMRT referral date as the MnCHOICES assessment date in the ISDS.

SMRT made this temporary policy change due to an increased volume of SMRT applications for people to access home and community-based services (HCBS) and a backlog and delays in wait times for MnCHOICES assessments.

This temporary policy change will expire on June 30, 2024. SMRT will provide more information about this policy before June 30, 2024.

Expedited review process for waiver services

The temporary policy change described above does not apply to expedited reviews. As of June 26, 2023, expedited reviews from SMRT for waiver services require lead agencies to complete or schedule a MnCHOICES assessment within 15 business days of the SMRT request.

Reminder: Lead agency access to SMRT ISDS

Lead agency employees can review information in the SMRT ISDS without assistance from DHS if they complete a training. These virtual training sessions are held on the third Tuesday of every month.

To register for the training:

  • · Go to TrainLink.
  • · Under “Learning Centers,” select Health Care.
  • · Sign on in the upper-right corner.
  • · Enter your unique key.
  • · Select Class and Webinar Schedule.
  • · Select All Health Care Training Classes.
  • · Search “SMRT301.”
  • · Select a session.
  • · Select Enroll in this class in the upper right and follow the registration instructions.
  • Lead agency employees who complete ISDS training can review the following information in the SMRT ISDS:

  • · Person’s SMRT application, referral and forms status.
  • · Person’s communication status, including view access for evidence received and outstanding evidence.
  • · Disability analyst’s name and contact information, if assigned.
