Community residential services and crisis respite services as foster care placements

On March 28, 2024, DHS published a bulletin to clarify when federal and state law considers community residential services and crisis respite services to be foster care placement, consistent with Adoption and Foster Care Analysis and Reporting System (AFCARS).

County social service agencies and tribal nations that participate in the American Indian Child Welfare Initiative must review DHS Bulletin #24-68-05 – Clarifying when disability waiver community residential services are foster care placements for children and youth (PDF).
