To: Lead agency supervisors and staff who enter Medicaid Management Information System (MMIS) service agreements

Purpose: To announce an MMIS change to align with continuous coverage requirements

DHS will no longer allow lead agencies to bypass MMIS exception code 951

Effective July 1, 2024, DHS will no longer allow lead agencies to manually bypass MMIS exception code 951. Exception code 951 prevents a person’s service agreement from continuing when they only receive case management services for the following programs:

  • · Alternative Care (AC) program.
  • · Brain Injury (BI) Waiver.
  • · Community Access for Disability Inclusion (CADI) Waiver.
  • · Community Alternative Care (CAC) Waiver.
  • · Developmental Disabilities (DD) Waiver.
  • · Elderly Waiver (EW).
  • Lead agency instructions

    The lead agency must close a person’s waiver or AC program when a person receives an initial assessment or reassessment with an effective date on or after July 1, 2024, and case management is the only service authorized for 60 days or more, unless the person meets exception criteria. For specific policy requirements and exceptions, refer to the secondary information section of CBSM – Waiver, AC and ECS case management.

    For people who receive EW services through a managed care organization (MCO), refer to the MCO’s instructions.
