DHS to begin compensation threshold tracking

During the 2023 session, the Legislature passed a new requirement that providers must pay a minimum portion of Disability Waiver Rate System (DWRS) revenues as compensation to direct care workers. This new requirement takes effect Jan. 1, 2025. DHS will begin tracking required compensation thresholds via DWRS cost reporting during the 2026 reporting period.

The Legislature directed DHS to develop and implement a cost review for home and community-based services (HCBS) provider organizations that are paid with rates determined by the DWRS (Minn. Stat. 256B.4914, subd. 3), otherwise known as DWRS cost reporting. We will use the data gathered through DWRS cost reporting to make evidence-based recommendations to the Legislature about the payment rates for disability waiver services.
