CFSS implementation updates

DHS began the transition from PCA and CSG to CFSS on Oct. 1, 2024. We will provide regular updates early in the transition.

Policy manual

DHS updated the following pages to clarify that all assessments are now for CFSS:

  • · CFSS Manual – Assessment for PCA/CFSS services.
  • · CFSS Manual – Reassessment for PCA/CFSS services.
  • · CFSS Manual – 45-day temporary start of CFSS services (i.e., emergency start).
  • DHS updated CFSS Manual – CFSS personal emergency response systems (PERS) to clarify that people using a waiver or Alternative Care (AC) can use either their CFSS funds or their waiver/AC funds to pay for PERS.

    Forms and documents

    DHS corrected errors on the following forms:

  • · CFSS Assessment, DHS-6893A: Corrected functionality issues when entering multiple medications and/or diagnoses.
  • · CFSS Individual Service Delivery Plan, DHS-6893P: Corrected rates for calculations.
  • Make sure to use the forms with the 10-24 version date in the upper-right corner of the form.

    DHS also posted CFSS Manual – Resource: Instructions for CFSS Assessment, DHS-6893A. This resource page replaces PCA Assessment and Service Plan Instructions and Guidelines, DHS-3244A.

    MMIS instructions

    DHS updated the following pages:

  • · DSD MMIS Reference Guide – MMIS transition from PCA and CSG to CFSS.
  • · DSD MMIS Reference Guide – Type B service agreement (SA) for PCA/CFSS.
  • · DSD MMIS Reference Guide – ASA2 screen for PCA/CFSS.
  • · DSD MMIS Reference Guide – AHC2 screen for PCA/CFSS.
  • · DSD MMIS Reference Guide – Finalize a type B SA for PCA/CFSS.
  • MMIS system updates

    DHS continues to test and fix bugs in MMIS. Counties and tribal nations can use Service Agreement and Screening Document (SASD) Support Team Portal, DHS 3754 to report issues to DHS.

    FAQs

    DHS moved questions asked by lead agencies to DHS – CFSS and lead agencies FAQs to simplify DHS – CFSS FAQs for people who receive services and their families.

    Training

    DHS posted a new training: CFSS Detailed Authorization Process for Counties, Tribal Nations and Consultation Services Providers.

    DHS updated Self-paced online course: CFSS MMIS Training to add information about:

  • · Services for which specific provider types can be authorized.
  • · Claims-only modifiers.
  • · Service agreements for people on the Minnesota Restricted Recipient Program (MRRP).
  • DHS updated SEIU Contract Compliance Training for PCA Agencies and Financial Management Services (FMS) providers to add information about CFSS.

    DHS updated TrainLink course CFSS Overview for Lead Agency Assessors, Case Managers and Care Coordinators (course code: CFSS_LA) to:

  • · Correct an error about authorizing PERS for a person using a waiver or AC.
  • · Add information about spouses and parents serving as workers in PCA.
  • · Change wording to reflect that CFSS implementation has started.
  • · Correct an error about covered goods and services.
  • DHS updated TrainLink course CFSS Policy Training for New Lead Agency Staff (course code: CFSS_PO) to correct an error about covered goods and services.
