CFSS implementation updates

DHS began the transition from PCA and CSG to CFSS on Oct. 1, 2024. We will provide regular updates early in the transition.

Policy manual

DHS updated CFSS Manual – Consultation services overview to clarify that consultation services providers:

  • · Can request additional sessions if the person has one session remaining.
  • · Cannot be both the person’s consultation services provider and their contracted case manager.
  • DHS updated CFSS Manual – Overview of the PCA and CFSS processes to clarify that the person notifies the lead agency when they select a consultation services provider.

    DHS updated CFSS Manual Paying a spouse or parent of a minor for PCA/CFSS to explain that in PCA, provider agencies must bill for services provided by a spouse or parent of a minor with the billing modifier U2. For additional information, refer to the MMIS system updates section.

    DHS updated CFSS Manual – Goods and services through CFSS to clarify that CFSS does not cover the cost of groceries or meal delivery services.

    MMIS system updates

    DHS updated MMIS to allow PCA provider agencies to bill for PCA services provided by a spouse or parent of a minor using the U2 modifier on the claim. The policy change has been effective since Oct. 1, 2024, as announced in a July 30, 2024, eList announcement.

    DHS continues to test and fix bugs in MMIS. Counties and tribal nations can use Service Agreement and Screening Document (SASD) Support Team Portal, DHS 3754 to report issues to DHS.
