DHS to begin CFSS cost reporting

Effective June 1, 2025, DHS will begin to collect CFSS cost-reporting data. We are beginning CFSS cost reporting because the Minnesota Legislature directed us to develop and implement a cost review for organizations that provide CFSS agency-model services (as directed under Minn. Stat. §256B.851, subd. 8).

DHS actions

DHS will:

  • · Collect CFSS cost-reporting data on an ongoing basis.
  • · Use the data to inform policymakers of the costs to provide CFSS services.
  • · Make evidence-based recommendations to the legislature about CFSS payment rates.
  • Timeline

    On March 31, 2025, DHS will select provider organizations to participate in the 2025 CFSS cost reporting cycle. We will email the selected providers’ authorized agents to explain:

  • · Information to include in the cost report.
  • · Instructions to log into the CFSS Cost Reporting System to complete the cost report.
  • Provider actions

    DHS asks providers to update their authorized agent information in the Minnesota Provider Screening and Enrollment (MPSE) portal. For more information, refer to MPSE Manual – Home.
