To: People who receive consumer directed community supports (CDCS) services, their families, financial management service (FMS) providers, lead agencies, certified CDCS support planners and other interested parties

Purpose: To announce updates about the start of DHS’ rolling implementation of the CDCS unbundling project
Effective: Feb. 1, 2025

CDCS unbundling project implementation and policy changes

Effective Feb. 1, 2025, DHS will start the rolling implementation of the CDCS unbundling project. This project will:

  • · More accurately categorize goods and services in eight categories instead of four.
  • · Clarify provider qualifications.
  • · Clearly define services.
  • During the transition, the current CDCS policy and CDCS unbundling project policy will be in effect at the same time.

    Implementation instructions

    People who receive CDCS services before Feb. 1, 2025, will:

  • · Continue their CDCS community support plan (CSP), DHS-6532, or alternative format, until their next assessment occurring on or after Feb. 1, 2025.
  • · Transition to the new unbundled CDCS service categories after their next assessment, occurring on or after Feb. 1, 2025.
  • · Write their next CDCS CSP using CDCS CSP, DHS-5788A with the new unbundled CDCS service categories.
  • People who start to receive CDCS services on or after Feb. 1, 2025, regardless of their assessment date, will:

  • · Use the new unbundled CDCS service categories.
  • · Write their CDCS community support plan using CDCS CSP, DHS-5788A.
  • Note: The CDCS unbundling project will not change people’s CDCS budgets.

    CDCS policy manual

    DHS updated the CDCS Policy Manual to:

  • · Prepare for the rolling implementation of the CDCS unbundling project.
  • · Clarify policy.
  • · Create new unbundled service category pages.
  • · Update existing bundled service category pages to explain the transition process.
  • New and updated CDCS forms

    DHS added CDCS unbundling project implementation information to CDCS CSP, DHS-6532.

    DHS created the following new CDCS forms in preparation for the CDCS unbundling project implementation:

  • · CDCS CSP, DHS-5788A.
  • · CDCS Behavioral Supports Request Form, DHS-5788B.
  • · CDCS Specialized Therapy Request Form, DHS-5788C.
  • · CDCS Special Diet Request Form, DHS-5788D.
  • On-demand online learning modules

    DHS updated its on-demand online learning modules in preparation for the CDCS unbundling project implementation.

    Lead agencies

    DHS updated the TrainLink course CDCS training for lead agencies (course code DS400).

    Support planners

    DHS updated the following TrainLink courses for support planners:

  • · Support Planner Initial Certification for CDCS (DS651).
  • · Support Planner Re-certification for CDCS (DS651C).
  • Note: DHS removed Support Planner Training for CDCS (DS690). Support Planner Initial Certification for CDCS (DS651) and Support Planner Re-certification for CDCS (DS651C) include this content.

    People who receive services

    DHS published the CDCS: Is it right for you? training for people who receive services.

    DHS provided training for lead agencies and CDCS support planners in July 2024. For more information, refer to:

  • Background information
