CFSS implementation updates

DHS began the transition from PCA and CSG to CFSS on Oct. 1, 2024. We will provide regular updates early in the transition.

Policy

DHS updated the following pages to reflect the changes announced in the Nov. 26, 2024, eList announcement:

· CFSS Manual – Transition from PCA and CSG to CFSS.

· CFSS Manual – Overview of the PCA and CFSS processes.

· CFSS Manual – Assessment for PCA/CFSS services.

DHS updated CFSS Manual – Person’s rights and responsibilities in CFSS and the Oct. 1, 2024, eList announcement to clarify that consultation services providers, CFSS provider agencies and financial management services (FMS) providers must give people a copy of CFSS Rights and Responsibilities, DHS-6893R.

MMIS instructions

DHS updated the following pages to reflect the changes announced in the Nov. 26, 2024, eList announcement:

· DSD MMIS Reference Guide – MMIS transition from PCA and CSG to CFSS.

· DSD MMIS Reference Guide – Type B service agreement (SA) for PCA/CFSS.

· DSD MMIS Reference Guide – ASA3 screen for personal care services (T1019).

· DSD MMIS Reference Guide – ASA3 screen for consultation services (T1023).

· DSD MMIS Reference Guide – ASA3 screen for worker supervision/training (PCA: T1019 – UA; CFSS: S5116).

· DSD MMIS Reference Guide – Type B SA for CSG.

DHS made the following changes:

· Clarified the county/tribal nation cannot edit a PCA SA, including an SA to authorize six months of PCA services and consultation services for reassessments during the transition year to avoid a gap in services, on DSD MMIS Reference Guide – MMIS transition from PCA and CSG to CFSS.

· Added information about claims-only modifiers on DSD MMIS Reference Guide – ASA3 screen for consultation services.

MMIS system updates

DHS continues to test and fix bugs in MMIS. Counties and tribal nations can use Service Agreement and Screening Document (SASD) Support Team Portal, DHS 3754 to report issues to DHS.

Training

DHS updated CFSS Transition Timelines to reflect the change described in the Nov. 26, 2024, eList announcement.

DHS made the following changes to Self-paced online course: CFSS MMIS Training:

· Updated all modules to reflect the change described in the Nov. 26, 2024, eList announcement.

· Added a module with an example of how to adjust a person’s total units when needed.

Calculator

DHS updated the CFSS budget model service agreement calculator with the following changes:

· Users must enter the total FMS fee for the year instead of a monthly fee. We made this change because some FMS providers do not base their fees on a monthly rate.

· Users can indicate they are not using personal care. The calculator will add any extra dollars to their goods and services.

· The calculator now displays the total number of units for the person’s budget.
