Apply for the EPRC
DHS invites qualified licensed professionals with customer service and teamwork skills to apply for the EPRC.
Committee responsibilities
The EPRC is responsible to:
· Work with service providers licensed under Minnesota Statutes 245A and 245D and other care team members to develop strategies to phase out the use of restraint and improve quality of life for people with developmental disabilities or related conditions. · Make recommendations to DHS on policies and initiatives that impact the Positive Supports Rule (i.e., Minnesota Rules, chapter 9544).Member responsibilities
Committee members are responsible to:
· Participate in two, two-hour monthly meetings (i.e., a public meeting and subcommittee meeting).
Note: Public meetings occur on the first Thursday of every month from 2 to 4 p.m. Subcommittee members vote on the date and time for their regular monthly meetings.· Review meeting materials and minutes before every meeting.· Individually provide direct guidance to service providers and other care team members. · Collaborate with other committee members and state staff to identify needs and develop strategies to meet them (e.g., committee members identify a pattern of common requests for instruction and then develop user-friendly reference materials for service providers).· Follow state and federal law. · Protect the privacy of people they support. Committee members receive:
· Training and technology. · Compensation of $416 per month (i.e., $4,992 per year) plus expenses.
Note: State employees are eligible for compensation when they participate in committee activities outside their working hours. They do not receive compensation to participate in committee activities during their working hours. Qualifications
Qualified applicants must:
1. Have expertise and knowledge on the use of positive support strategies as alternatives to the use of restrictive interventions.
· “Positive support strategy” means a strengths-based strategy based on an individualized assessment that emphasizes teaching a person productive and self-determined skills or alternative strategies and behaviors without the use of restrictive interventions. · “Restrictive intervention” means prohibited procedures identified in Minn. Stat. §245D.06, subd. 5; prohibited procedures identified in Minn. R. 9544.0060; and the emergency use of manual restraint.2. Have an active license within a profession listed under either:
· Minn. Stat. §214.01, subd. 2.· Minn. Stat. §245I.04, subd. 2.3. Pass a background check.
Professionals that work for service providers licensed under Minn. Stat. 245A and 245D may apply, but they cannot work on cases related to their 245A/245D employer or affiliates.
State employees may apply with supervisor approval.

New member terms will start in mid-2025. Member terms last up to four years and are renewable.
