CFSS implementation updates

DHS began the transition from PCA and CSG to CFSS on Oct. 1, 2024. We will provide regular updates early in the transition.

Policy manual

DHS made the following changes:

· Clarified when lead agencies must authorize the enhanced rate/budget on CFSS Manual – Enhanced rate for PCA, CFSS and CSG. Lead agencies must always authorize the enhanced rate/budget for people who meet the eligibility requirements, regardless of whether they have a qualifying worker.

· Added instructions for using Lead Agency Addendum to CFSS Individual Service Delivery Plan, 6893W to CFSS Manual – CFSS service delivery plan development and approval process.

Forms and documents

DHS published:

· Lead agency addendum to CFSS Individual Service Delivery Plan, 6893W.

· Information for people who use CFSS, DHS-6893U (PDF).

DHS updated CFSS Individual Service Delivery Plan, DHS-6893P with the following changes:

· Programmed the form to use the rates effective Jan. 1, 2025.

· Updated the wage floor for people using the CFSS budget model that is effective Jan. 1, 2025.

· Added language in the signatures section explaining to the person the lead agency may need to adjust their units/dollars.

· Corrected an error causing the form to calculate the worker budget in the budget model incorrectly.

· Changed how people using the budget model enter their financial management services (FMS) fee to be more flexible.

· Added a lead agency comments box at the end.

MMIS instructions

DHS clarified instructions to adjust a person’s units to match the length of their service agreement on DSD MMIS Reference Guide – ASA3 screen overview.

MMIS system updates

DHS continues to test and fix bugs in MMIS. Counties and tribal nations can use Service Agreement and Screening Document (SASD) Support Team Portal, DHS 3754 to report issues to DHS.

Training

DHS updated Choosing a CFSS model: A tool for a person using CFSS and their consultation services provider to use rates and the wage floor effective Jan. 1, 2025.
