CFSS implementation updates

DHS began the transition from PCA and CSG to CFSS on Oct. 1, 2024. We will provide regular updates early in the transition.

Policy manual

DHS made the following changes:

  • · Clarified information about family foster care providers serving as PCA/CFSS workers on CFSS Manual – Worker criteria, requirements and responsibilities.
  • · Clarified consultation services providers cannot recommend or offer incentives for selecting specific providers on CFSS Manual – Consultation services provider requirements.
  • Forms and documents

    DHS posted CFSS Request Form, DHS-6893I. Effective immediately, counties and tribal nations must:

  • · Use CFSS Request Form, DHS-6893I to request changes to the person’s CFSS services.
  • · Continue to use PCA Request Form, DHS-4292 to request changes to the person’s PCA services.
  • DHS posted CFSS Technical Change Request, DHS-6893K. Effective immediately:

    1. Consultation services providers and financial management services (FMS) providers must use DHS-6893K for all requests.

    2. PCA/CFSS provider agencies must:

  • · Use CFSS Technical Change Request, DHS-6893K to request changes to CFSS services.
  • · Continue to use PCA Technical Change Request, DHS-4074A to request changes to the person’s PCA services.
  • Effective Feb. 1, 2025, DHS will not process forms with incomplete or inaccurate information entered in required fields.

    Note: DHS is working to update the CFSS Policy Manual with this information.

    MMIS system updates

    DHS continues to extend three-month PCA SAs to six months, as described in the Nov. 26, 2024, eList announcement. DHS has completed all SAs that previously ended Jan. 31, 2025. If a county, tribal nation or provider identifies an SA ending before Jan. 31, 2025, that DHS has not updated, they must submit a request to DHS to update it using PCA Request Form, DHS-4292 (counties/tribal nations) or PCA Technical Change Request, DHS-4074A (providers).

    DHS continues to test and fix bugs in MMIS. Counties and tribal nations can use Service Agreement and Screening Document (SASD) Support Team Portal, DHS 3754 to report issues to DHS.

    Resources

    DHS updated CFSS budget model calculator to correctly calculate budgets for SAs that started in 2024 and end in 2025.
