CFSS implementation updates

DHS began the transition from PCA and CSG to CFSS on Oct. 1, 2024. We will provide regular updates throughout the transition.

Policy manual

DHS made the following changes:

· Updated CDCS Manual – Purchasing PCA/CFSS and home care services under consumer directed community supports (CDCS) to add information for people who will use CDCS and state plan CFSS services.

· Posted CDCS Manual – Resource: CDCS budget impacts when purchasing PCA/CFSS, home care and extended waiver services, a new page to help lead agencies understand the costs included in a person’s CDCS budget when they purchase PCA/CFSS services.

· Updated CFSS Manual – Financial management services (FMS) provider requirements for CFSS to add FMS provider responsibilities to help the person meet legal requirements for their CFSS workers and add information about billing for required employer expenses.

MMIS instructions

DHS corrected the following pages to instruct the county/tribal nation to enter a P in the status code field (STAT CD) of lines on the ASA3 screen when the person has not selected a provider:

· DSD MMIS Reference Guide – ASA3 screen for personal care services (T1019).

· DSD MMIS Reference Guide – ASA3 screen for worker supervision/training line (PCA: T1019 – UA; CFSS: S5116).

· DSD MMIS Reference Guide – ASA3 screen for CFSS failed background studies (T2040 – UB, UA and U6).

· DSD MMIS Reference Guide – ASA3 screen for FMS provider fees (T2040 – UB and UA).

· DSD MMIS Reference Guide – ASA3 screen for PERS (S5160, S5161, S5162).

· DSD MMIS Reference Guide – ASA3 screen for goods and services (T5999).

· DSD MMIS Reference Guide – ASA3 screen for consultation services (T1023).

MMIS system updates

DHS continues to test and fix bugs in MMIS. Counties and tribal nations can use Service Agreement and Screening Document (SASD) Support Team Portal, DHS 3754 to report issues to DHS.

· CFSS agency model on CDCS calculator for people and lead agencies to use to calculate the costs of including a person’s CFSS services in their CDCS budget.
