CFSS implementation updates
DHS began the transition from PCA and CSG to CFSS on Oct. 1, 2024. We will provide regular updates throughout the transition.
Policy manual
DHS made the following changes:
Forms and documents
DHS updated CFSS Individual Service Delivery Plan, DHS-6893P to remove National Provider Identifier/Unique Minnesota Provider Identifier (NPI/UMPI) fields because UMPIs are private data.
Note: Consultation services providers must ensure CFSS service delivery plans list accurate provider names and addresses to avoid errors when the lead agency authorizes services.
DHS updated CFSS Assessment, DHS-6893A to remove the NPI/UMPI fields because UMPIs are private data.
DHS updated the translated versions of CFSS Program Information and Signature Sheet, DHS-6893G (PDF):

MMIS instructions
DHS updated DSD MMIS Reference Guide – 45-day temporary increase of PCA/CFSS services to clarify instructions to use CFSS Assessment for 45-Day Temporary Increase, DHS-6893M.

MMIS system updates
DHS updated MMIS to:
1. Reflect the 2026 cost of living adjustment (COLA) and enhanced rate changes. For instructions and more information, refer to DHS – MMIS automation process for Jan. 1, 2026.
2. Allow county/tribal nation staff using PCA1 security to change the status of a line on the ASA3 screen of a type B service agreement from approved (A) to denied (D) if both the following are true:
DHS continues to test and fix bugs in MMIS. Counties/tribal nations can use Service Agreement and Screening Document (SASD) Support Team Portal, DHS 3754 to report issues to DHS.
Training
DHS updated Choosing a CFSS model to reflect the 2026 COLA and enhanced rate/budget changes. DHS is working to update other training resources that reference the enhanced rate/budget.

DHS updated the following tools to reflect 2026 changes to CFSS rates:
Reminders
DHS reminds counties/tribal nations that all people using PCA on the Alterative Care (AC) program must complete the transition to CFSS by March 31, 2026.
