In December 2025, DHS made updates to the following pages in the CBSM.

Lead agency employment liaison contact list

We updated information on CBSM – Lead agency employment liaison contact list for the following counties:

  • · Cook.
  • · Hennepin.
  • · Pope.
  • · Traverse.
  • IHS

    We clarified information in the covered and non-covered services sections of CBSM – Individualized home supports (IHS) to ensure IHS is not authorized to replace supports that would have been covered under Housing Stabilization Services.

    Corporate foster care moratorium liaison contact list

    We updated information on CBSM – Corporate foster care moratorium liaison contact list for Pennington County.

    EW hospital high-needs budget exception and nursing facility conversion budget

    We comprehensively reviewed CBSM – Elderly Waiver (EW) hospital high-needs budget exception and nursing facility conversion budget and made the following changes:

  • · Added information about the hospital high-needs budget exception.
  • · Added changes to the nursing facility conversion budget process.
  • · Added information about the new EW budget request form in MnCHOICES available as of Jan. 1, 2026.

    EVV compliance policy

    We comprehensively reviewed CBSM – Electronic visit verification (EVV) compliance policy and made the following changes:

  • · Clarified information about provider, caregiver and managed care organization (MCO) responsibilities.
  • · Updated information about compliance thresholds and quarterly reviews.
  • · Added information about enforcement, monthly compliance reports, quarterly compliance reviews, corrective actions and steps to improve compliance.

    We comprehensively reviewed CBSM – Disability Benefits 101 (DB101) and clarified information throughout the page.

    Training

    AASD

    AASD and the Minnesota Board on Aging offer online courses and training materials for staff from counties, tribal nations, managed care organizations, providers and other interested parties about how to better serve and support older adults.

    All courses are available in the Older Adult Programs Learning Center in TrainLink.

    DSD

    Lead agency staff can take the On-Demand HCBS Disability Waiver Foundations course to learn the basics about the four disability waivers, including eligibility and covered services.

    The Supporting A Person’s Move: A Case Manager’s Role course guides case managers through their responsibilities in supporting a person to find a new home. This course also discusses different moving supports, services and tools to help people plan for successful moves, including information about Housing Stabilization Services (HSS). To find the course, go to TrainLink and search for course code “Housing_CM”.
