Purpose: To announce corrections to the instructions on how to make cost-of-living adjustments (COLAs) to CFSS budget model service agreements (SAs) and CFSS worker training and development lines for CFSS budget and agency model SAs

Corrections to COLA instructions for CFSS budget model SAs and CFSS worker training and development lines
On Feb. 18, 2026, DHS corrected the instructions on how to make COLAs to CFSS budget model SAs for people on a waiver/AC in the CFSS budget model section of DHS – MMIS automation process for Jan. 1, 2026.
In December 2025, DHS corrected the instructions for how to make COLAs to CFSS worker training and development lines for people on a waiver/AC who use either the CFSS agency or budget model in the CFSS worker training and development section of DHS – MMIS automation process for Jan. 1, 2026.
Corrected instructions for CFSS budget model SAs
County/tribal nation staff cannot use the CFSS budget model calculator to make COLAs to CFSS budget model SAs in MMIS. They must follow the instructions on DHS – MMIS automation process for Jan. 1, 2026.

Corrected instructions for CFSS worker training and development
MMIS does not split the CFSS worker training and development line items during the automation process. County/tribal nation staff must split the identified CFSS worker training and development line items by following the instructions on DHS – MMIS automation process for Jan. 1, 2026.
